When i plug in my camera absolutely nothing happens on my laptop. Ive tried image capture and going to system information to see what devices were being actively used. None of them work. My EOS utility web application I insttalled when i first purchased the camera wont do anything either.

Try a new cable.

Have you disabled the wifi setting on your camera? It will not connect via USB if wifi is enabled.
If all else fails, just insert the SD card into the Mac's SD slot, open Photos, and click the import all photos tab.

I just had the same problem. It was the cable. Luckily I had a spare cable and another computer to verify.
If you can try to d/l to another computer try it. If that computer doesn't recognize the camera then you can be pretty sure its the cable. If you buy a new cable, they are under $10 for a "A"-"Mini B".
You can also try the card in a card reader. Most computers today include an SD card reader.
