Does anyone know how to download the pics from the Rebel T7 to the laptop? I have followed every step and also googled it and no success.

If your laptop has a built-in SD card reader, just remove the card from the camera and insert it into the reader. If you don't have one built-in, buy a USB SD card reader. They are readily available at Best Buy, Wal-Mart, etc., just be sure to buy an established brand. When you insert the card, your laptop should see it as a drive and give you access to your images.
If you have the proper USB cable, you can connect your camera directly to the laptop. It [your PC] will act the same as it does with a card reader and see your camera as a drive. Your users manual will tell you which USB cable you need. Probably a mini connection on one end (camera) and either USB A or C on the other (computer), depending on which type of USB port your laptop uses, some have both.
