I can't find this setting on the EOS RP. Is there a workaround to save all configuration settings to an SD card file?

I don't see anything mentioned in the manual. Typically, the ability to save/load settings onto a card is a feature in Canon's more expensive cameras (e.g. R5, R3, R1)

You will need a service software for that and that is probably not worth the price if all you want to do is to save the user settings.

Thanks for the reply and yes I agree not worth the price (whatever that is). Since all the configuration settings for all modes are stored in the EOS RP (not on the sd card), and I don't imagine needing to port the camera settings to a different Canon camera in the future. So apart from an unexpected entire reset of my camera for some other glitch, the settings are pretty safe.
