You need these versions of Camera Raw and Lightroom:

Are you shooting straight RAW? Not mraw or anything like that?
I had a wierd problem with an XSi, that .cr2's shot in RAW+JPEG would not open in *anything*, not even DPP. RAWS shot RAW only were fine.

You would need to be on latest versions of Adobe’s software (Adobe Creative Cloud, aka “CC”) and make sure you’ve applied all updates.
The camera RAW support are provided as updates to the Creative Cloud subscription. If you have older versions of Photoshop or Lightroom it’s possible they no longer offer the updates necessary.
This happens whenever new cameras are released... there’s a delay while we wait for the update that supports that new camera’s RAW format and typically the vendor only provides it for the most recent software version.

Either version, perpetual licence or CC, of LR is updated. CS6 the last perpetual version of PS is not and won't be. However, you can open files in LR and transfer them to CS6 (PS).
Another option is Adobe's DNG software.
