ive tried to clean everything and get a new memory card. It won’t shoot in any mode, manual focus or auto. I’ve tried everything please help

The memory card or absence thereof has nothing to do with the camera and display turning on. Don't know what you mean by "camera hole".
Is the battery charged?
If you have the manual for the camera, look at pages 16-17 to see what the parts of it are called. If you don't have it, go to:
https://gdlp01.c-wss.com/gds/4/0300004284/01/eosrebelxs-1000d-im2-en.pdf
Press the MENU or DISP buttons to see if the display works. Does anything appear in the viewfinder? Where are you seeing a BUSY light?
It may be that this fifteen-year-old camera has reached end-of-life, but you have to check and describe things better to understand what it is doing.

Echoing the above, an XS is probably nearing the end of it lifecycle.
Last summer I gave my XSi to a friend who wanted to get into photography and wanted to buy a camera. I was no longer using it and I reasoned that he should get used to a camera before buying one so as to zero in on what he wanted. Given the age I advised him that a free camera that old may or may not be reliable. Then, as if on cue, it every once in a while it would display that the battery was near dead when it was fully recharged. Turning the camera on and off sometimes got the battery life to display accurately. Given this annoyance, I then passed him my T3i also free hoping that a slightly newer camera would be less problematic and that has been the case, but he understands that both cameras are on borrowed time. Old cameras near the end of their life cycle can start behaving oddly.
Two years ago, I purposefully bought an R100 as a go anywhere back-up camera. As cameras go it is pretty inexpensive, but it's great camera to use. I don't know what your budget is or even if you've considered a new purchase, but Canon has some rather affordable new cameras (from least to most pricey) such as the R100, R50, R10, and the R8. Sometimes you can save a bit by going the refurbished route.
I hope one of the experts has a solution that solves your problem. I usually use cameras until they die before upgrading so I've seen some shenanigans with electronics.

I suspect the length of life is less important than how hard that life was. I have 15- 20+ year old 1 Series cameras that are working as well today for the grandsons as they did for me 15+ years ago.
Although I have to admit my original 1D which has sit on a shelf in my formally stop bath stained wall darkroom for a decade or so failed to turn on last time I tried it. Worked when I set it there.

When the EOS XS shows a blank display with a 'busy' message, it may be stuck processing data or firmware.

"When the EOS XS shows a blank display with a 'busy' message, ..."
Not forever or every time it is turned on.
"...it may be stuck processing data or firmware."
Not forever or every time it is turned on.
And to the OP this problem is not a FW issue and it is not a "ive tried to clean everything" issue. Regarding the SD, the camera doesn't need the SD to be able to power up but a top quality SD is mandatory for best operation otherwise.
