I was taking pictures outside and it started to rain. I covered it but water still got on it. I dried it off took the battery and sd card out then put in a rice for about a week

Your camera is NOT rated for water resistance. So the camera will need a trip to Canon for repair. But get a quote first before repairs are made. Repairs often exceed the value of Rebel series cameras.

Get a quote for repair; as said, repair can be more than buying a new camera. I have a T7 but SWMBO gave me a rain cover last Christmas. Carry it in my kit. Rice will only remove part of the moisture. Set the camera out somewhere to dry thoroughly. Try this first.

On a heating pad or electric blanket set to low can also be helpful. Unfortunately, the odds of success are not great. Even when cameras do revive, some buttons, dials, etc still don't function. I would not service a T7. It would be less expensive to replace used. An R Series body that has weather sealing is also a good option.

You could try this: remove the battery, memory card, and lens. Place the camera on a heating pad for several days and see if that helps. This should have been done right after getting wet, but maybe it will work.
