The camera needs something to focus on. A clear sky doesn't provide that. If you want to take Milky Way photos I recommend you focus on a distant object like a mountain peak or something else that is quite far from the camera (far enough away to be considered infinity) when you have good light and then tape the lens focus ring with gaffer tape so it won't move.

Another option, which is more difficult, is try and find some stars and manually focus the lens until the stars are as sharp as you can get them.

The EOS RP Manual (pp. 214) has a detailed description it's excellent, magnified manual focus mode.

On most RF lenses, the focus ring is not directly connected to the actual mechanical focus lens components.  Most RF lenses use electronically controlled focus, and the ring is just an encoder sending focus commands to the camera and lens system.
