Are the nondigital rebel camera lens compatible with the new canon digital cameras? Thanks for your help.

Are you referring to the old FD mount (non-electrical manual-focus for 35mm film) lenses? No, they're not compatible without an adapter.

Canon did have EOS film cameras. With a few noteable exceptions, EOS lenses typically work with all EOS bodies -- film or digital.
The exceptions are the EF-S lenses which only work with the APS-C bodies and the new EOS-M lenses which only work with EOS-M bodies (but regular EOS lenses can work with EOS-M bodies using an adapter.)
