Can a Tamron or Sigma 28-80mm lens fit on my Canon EOS 1100D?

I just want to make sure that it fits so I won't make a wrong purchase.

Just be sure the lens is made for the Canon EOS system (EF). It should say in the lens description "Made for Canon".

The question should not be will it fit but why would you want one. They aren't very good lenses. Why not consider the basic kit lens from Canon EF-S 18-55mm f/3.5-5.6 IS II Lens or better yet the EF-S 18-135mm f/3.5-5.6 IS USM Lens. These are far and away better choices and are made specially for your Rebel T3 camera.
