In the custom functions menu #2 there is a Set Aperture Range where you can limit the min and max aperture setting. See page 488 in the manual.

Does it open wider for focus?

Someone else had this issue, and I believe it was related to the Auto-ISO limits.

Reset your camera. Always, always when something doesn't do as it is supposed to do, do a full camera reset. Clear all settings and all custom settings. The camera is probably doing exactly what you told it to do but you don't remember what or you changed something accidentally.
