How do I copy a 4x3 photo onto and to fit 5x7 photo paper?  Do I have to scan it first into Picasa to enlarge it or can I do that directly from the computer?

It can never fit exactly, because the length and width proportions are not the same.

Scan it and use your graphics program to print the picture.  Your options will either be a full width with a white band at the top and bottom, or a full heighth with a bit of the length cut off on each end.
