EOS Webcam Utility not working with EOS 1300D

Hello everyone I have installed the webcam utility pro on two laptops.

On my first laptop it works fine with my camera with obs and by itself too

but on my second camera when i connect the camera to my laptop using the usb cable (which is new) the camera screen just blacks out and none of the buttons work until i disconnect the camera
secondly, the camera is being detected in windows explorer, i can see the sd card contents

but eos webcam utility is not detecting the camera or allowing it to be turned on

i have uninstalled and installed it more than 5 times now, even tried 3 cables. It works on the other laptop but not on the second on. please help

On Mac OS, what worked for me is removing memory card when using webcam utility. Worth a try.
