Canon 600EX-RT stuck on full power

Hi,

I have an issue with one of my speedlits being stuck in full power. I have tried it on manual and set it to 1/128 and it still fires at 1/1. ETTL does the same thing, I used this flash to shoot on ETTL, then tried a 2nd flash to shoot and the results are different. The first flash is at full power, overexposing my image, while the 2nd is more pleasing to the eye.

Is this an issue with the flash or some settings that can be changed?

By all means check the custom settings, but it sounds like the flash. Call Canon.

I have gone through the C.Fn and the P.Fn and have cleared all the settings. It still fires at 1/1 when in manual and ETTL. By the way, its not even mounted on the camera.
