The ST-E10 requires the new Canon multifunction hot shoe and a flash with radio (RT) versions.
If your gear meets these requirements you are good to go.

The ST-E10 is RF only, so it will not work with the 430EX-II

It also won't work with the EOS R either, because the R doesn't have a new multi-function shoe to match the multi-function foot of the ST-E10.

It won't work with the 430 EX II because that flash supports optical off-camera control only, while the ST-E10 supports RF radio but not optical.

So, sadly, the answer is No. The ST-E2, if you can find one (maybe used on Ebay?) would do the job for you, though.

Well, it certainly does not with an R5C and EL-1 combo. Come on Canon...?

EOS R has the regular old-style hotshoe with five contact pins. The best inexpensive optical sender unit that fits the EOS R is the EL-100. With EL-100 on the EOS R, set it to Sender mode and then set the Speedlite 430EX II to slave mode (now referred to as receiver mode).

An EL-100 on the camera can be set to be included as part of the exposure or only send optical control signals - in the form of flashes a few milliseconds before the shot is taken.

I second this. The ST-E10 doesn't work with the R5c. I tried updating the firmware from 1.1.0 to 1.2.0 in video mode, but it gave me an error, and now it doesn't recognize it at all.
