430ex II output won’t adjust in manual mode

I have 2 430ex II flashes. I’ve used them for years with out issues. One of them will not not adjust the output in manual mode. It stays at full power.

When I compare the two flashes to each other. The only noticeable difference is on the one not adjusting output, it has the C.fn showing on the screen.

I’ve attempted changing the B C.fn settings. Does not seem to impact a change. I can’t figure out how to turn off C.Fn’s.

I have no idea if that’s what’s causing the challenge or if I should be trying something else?

Could be set for wireless slave mode?
