Does the flash only output full power at 1/28 (odd number, shouldn't it be 1/32?) and no other (like 1/128 or 1/64)? If it produces nothing but full power for all settings, you have a big problem - a failure in circuitry that needs repair. This problem, while not prevalent, has been known to happen.

Certainly not a problem at 1/1. How are you triggering? Are you using any non-Canon equipment?

So unless you are going to set the flash power manually, the flash must be set to E-TTL as well. If you set it to TTL instead, it will always flash at full power.

Is the flash on the camera?

If the flash is in manual mode, and you cannot set the power, the flash is broken. If you are in a hurry call Canon, otherwise, buy Syl Arena's Speediliter's handbook.
