Canon PRO-4000 Maintenance Cartridge

I have a question regarding ink tank installation.

I changed out the maintenance cartridge two weeks ago, then started up the printer. The printer then informed me that all the ink tanks needed to be replaced. I then ordered a complete new set and installed them all today. I came back to the machine to see how everything went and it’s telling me the maintenance cartridge is now full… again.

Is it normal for the maintenance cartridge to go from 0-100% full after a full ink tank installation? I'm trying to figure out if something is wrong with the printer and if I need to get repairs made or if I just need to order another maintenance cartridge.
