Inkjet Smart Connect error ucrtbase_clr0400.dll.

Inkjet Smart Connect printer software download not opening on Windows 10.
Get an error for "ucrtbase_clr0400.dll not designed for Windows or contains an error."
I have tried multiple fixes found online and thought I would post a question here before trying more suggestions.

I also get the message, "The module ucrtbase.dll was loaded but the entry-point DIIRegisterServer was not found. Make sure ucrtbase.dll is a valid DLL or OCX file and then try again."

I have tried the Command prompt for scan fix, DISM scanhealth and repair. They show various errors in the logs, but none of the fixes suggested allow it to be opened.

Any suggestions would be appreciated.
