topic Canon 137 cartridge roller exposed in Office Printers

I just bought a new OEM Canon 137 cartridge, and the blue roller is exposed. On all my previous ones, the roller was covered by a plastic flap. I looked at two other new cartridges and found their rollers exposed, too. Are these all defective, or is that a design change?

Thanks!
