LBP246dw printer - help me understand the print density settings

For the imageClass LBP246dw printer, there are 2 different places where printing / toner density can be configured:

1) Toner density (17 levels) can be configured here (as described on pages 396-397 of the user manual):

[Menu] > [Function Settings] > [Printer] > [Printer Settings] > [Print Quality] > [Density]

(there is also a way to use Fine Adjust and separately adjust three density areas High/Medium/Low)

2) Print density (9 levels) can be configured here (as described on page 464 of the user manual):

[Menu] > [Adjustment/Maintenance] > [Adjust Image Quality] > [Printer Density]

Why are there 2 different places to configure the printing density, which even have different numbers of levels (17 vs. 9) ?
