Ink subscription underreporting number of pages printed

I am curious what the point of paying for ink subscription is, if ink isn't sent out when levels are extremely low? It is registering through the app and online that levels are very low. I signed up for the 100 page plan and have printed close to if not exactly 100 pages in a month and it is only registering 20 something pages printed, Is the subscription service even worth it at this point if they charge account but don't send ink when its low?
