Does a little X over the ink symbol mean is should be replaced? Procedure?

I am a newby with naive questions about changing ink cartridges?

1) Does a little x over the cartridge sysbol mean it should be changed?

2) What is the procedure?

3) I bought a box of 28 cartridges from Arthur Imaging together with the machine. Will they work ok?
