With an EF to R adapter, yes, but when you use it it will carve out an APS-C sized view from the center of the sensor, so you won't get a full full-frame image.

You could use the lens on your R5 but with several provisos...

1. You will need an EF-RF adapter to make the two connect and communicate

2. Because your lens is designed for APS-C crop sensor bodies, it will automatically put the Full-Frame R5 into crop sensor mode, reducing the area that is recorded to that of a crop sensor. This will reduce your effective pixel capacity from 45MP to around 17.5MP.

3. The EF-S18-200 is an older and not high quality lens, so the much more demanding sensor will likely show its optical flaws. The effective Field of View will be equivalent to attaching a 28-320mm lens, so if you can afford to do so, I would suggest you invest in the excellent RF 24-240mm IS STM lens that has great optics, will use the full sensor capacity, not require an adapter, and will use its optical stabilization along with the R5 IBIS.
