i have a T3i and i would like to use the iphone app Canon Remote. Are these two compatible?

Are you rerring to EOS Remote? If so, no, that only works with WiFi enabled cameras, which at this moment is the 6D and 70D.

DSLR Controller can control it, with a specific type of USB cable. At least, on Android, I don't know much about iPhones and compatibility.
