If the drive icon flashes white then there are several possibilities that are restricting the drive speed;

lens

battery type

battery charge level

From the manual…

Continuous shooting speed changes as follows in response to factors such as battery level, temperature, flickering light, shutter speed, aperture value, subject conditions, brightness, AF operation, type of lens, use of flash, and shooting settings

Lenses that support high speed continuous shooting are listed here

Canon RS mK 2 Problem with drive mode display. The screen and view finder display drive icon flashes when it is set to High Speed Continuous + and High Speed Continuous. This does not happen when any other drive mode is selected. This commenced a day ago whilst I was loading custom settings and selected RAW burst load - but the camera refused to load this. (This might be nothing to do with the problem ). I have deleted all the camera settings and all the custom settings but this has not helped has not helped

Thank you fellow Brian! Good advice but actually the camera behaves normally and rapidly fires despite the flashing icon ! So it is not any of the issues you raise? My question is does it matter and can I ignore it ? Nice to know why it suddenly started with no change of hardware but maybe this may remain a mystery!
Thanks again for your interest!

Which camera do you have, EOS R6 Mark II or EOS R5 Mark II?

I have the EOS R6 Mark II in my hand. If I use an older lens such as EF 135mm f/2L USM on the Canon mount adapter, and the camera shutter mode is set to Mechanical or 1st curtain electronic the drive icon displays in white and blinks. If I change the shutter mode to electronic then the icon is simply white. If I change the lens to an RF lens, I used RF 28-70mm F2L USM, then the icon is green for any shutter mode.

Sorry my typo-it is a EOS R 6 mk2 and I am using a Rf 24 - 105 and a Rf 100-400.
