I have a canon 70D and using Windows 8. Stunning how these newer computers want you to be dependent on the internet.

I'm still using XP machines so this may not work for you but to install the Canon software on my Netbook I just copied the supplied disk to a jump drive & then used the jump drive with perfect results. I do have more than 1 computer so you may need to get help from a friend if the laptop is your only computer.

Go to the Canon page for your camera model and navigate to the software section. Here's a link:

You want the download named: EOS Digital Solution Disk Software 29.0A for Windows

This is same software that you have on the disk that came with the camera.
