From what I've read, you should be able to do this by default. You don't need to Enable this in a special function setting.

Just put your camera in a Creative Mode like full Manual. Also, use AI Servo since you can't take a picture in AI One-Shot if your camera has not achieved focus.

Just tested Rebel T6s. Shutter will fire w/o lens in any mode other than green square A+.
