Mirror less to keep it smaller and lightweight.
Strictly manual everything. Focus, shutter speeds and lens aperture setting. I’ll use a light meter to get the exposure settings.

Thats all I need
Don’t need video.

There is no such camera that has excludes all those features. Today you get all of them, but you can turn them off or, in the case of the light meter, ignore them.

I would love to recommend a Canon camera, but if you want a camera with the kinds of controls that emulate a classic film camera, but sadly at this time Canon does not make such a camera: however, both Fuji and Nikon do.

Fuji offer the ASP-C size 41MP Fuji XT-5 camera that has all of those manual controls, but it does do video. However, you can hide all that with just a single switch. You can also use Canon EF lenses with this body, via the Fringer EF-FX Pro adapter, which also offers a manual ring for aperture control on the lens.

Nikon started of with a DSLR called the Df (digital f for fusion) back in 2013 as the head of Nikon optics, Tetsuro Goto, was heading for retirement. He created the Df as his swansong - a love affair with the SLR cameras he began his career with back in the late 70's. It has all of those dial controls to offer totally manual control, but the top of the line FF D4 sensor, tweaked for low light performance. They have since come out with a pair of Mirrorless alternatives: the full-frame Zf, and APS-C Zfc. I don't believe you can use your EF lenses with these bodies, but I have not tried.

By the way, your title might more accurately say the perfect MILC for me (Mirrorless Interchangeable Lens Camera).
