Rebel sl2 not letting me take 2 second exposures

When I have my camera set up on a tripod, trying to take pictures of stars at night, it will not let me take a prolonged exposure. I have it on manual setting, tried it on anywhere from a 2 sec to 30 sec exposure and it just blinks an error {9}.

Do you have the lens on AF? If so, switch to MF.

Also switch off IS.

What lens?

Can you handhold a 10s exposure?
