For what purpose?

If you just want a general all-around lens with good zoom range check out the Canon EF-S 18-200mm zoom.

"The one you have with you."

This is always the correct answer. The one(s) you have are always better than to one(s) you wished you had.

However, starting from scratch, ground zero, I have no lenses, what is the best lens. Who knows? For what?

The standard kit lens 18-55mm zoom is the best most general purpose lens. It will do what 80% of what the average person wants. It won't do very well for macro bugs or a Moon shot. The beauty of a DSLR or the new mirrorless cameras is they can use several, many, different lenses. So, what is the best lens? The one(s) you have.

What lens do you currently have? And what are you currently struggling with? Here are a few questions to help get things started:

Are you finding you have to back up too much to take pictures and sometimes have no room to back up?

Are you having to use very high ISO values and/or slow shutter speeds leading to grainy and/or blurry images?

Are you trying to capture far-away subjects and they end up being very small within your photos (i.e. not able to get closeups)

Also visit Canon's Lens Buying Guide.

What are you mainly photographing wildlife, sports, portraits or weddings. This is what ultimately determines what lens(es) you need. Are you running into limitations as @rs-eos has pointed out. Do you have a budget if you decide to get more lenses. If not the standard zoom EF-S 18-55mm lens should cover everything you generally need.

-Demetrius

EF 16-35mm F/2.8L III USM, EF 24-70mm F/2.8L II USM, EF 28-135mm F/3.5-5.6 IS USM (Retired 8/2007-11/8/2022), EF 50 F/1.8 STM & EF 70-200mm F/2.8L IS III USM

EOS 40D (Retired 8/2007-5/26/2022) & 5D Mark IV

430EX III-RT & 600EX II-RT
