My ip4700 printer USB cable reads 5.16v going into the USB port but only 4.82v coming out of the port on the printer circuit board. Could this be why the printer is not being recognized? Does the USB port need to be replaced?

If you are using a Mac, what version of OSX is installed?

Sorry for not replying sooner. I ended up replacing the printer.
