Canon PIXMA MG2950 "Printing - Used by another user" changes to "A communication error has occurred"

Mac OSX Yosemite 10.11 and Canon PIXMA 2950

What I have already done

I have redownloaded the drivers through system preferences only ("add a printer").

What I attempted to do

I attempted to download the drivers directly from canon here

http://www.canon.co.uk/support/consumer_products/pixma_printer_wireless_connection_setup/pixma_mg2950_wireless_connection_setup/#ms

And run setup. But when I get to the "Searching for the printer on the network." tooltip, it is unable to find the printer.

This is weird because although it does not print, the job does show up in the "Canon MG2900 Series" app in the dock sometimes. Other times, it throws the "Used by another user" error immediately from the "Canon IJ Printer Utility" app when I try to print a test page.
