Pixma iP4200 new print head did not solve problem

I'm trying to fix my iP4200. I live in a tiny town far from any support. I have ordered a new print head as I was convinced that was the problem. With the new print head, I still have the same issues.

In normal/draft colour printing, the cyan prints "stripey". One row normal, one row light (or it could be one row normal, one row dark, point is the intensity alternates).

In best quality printing it prints fine.

I have replaced all cartridges (and print head). I have done alignment, nozzle cleaning, plate cleaning. I gave this printer to a friend so want it working. What gives?
