Can the Powershot ELPH 190 IS be connected to the Pixma iP110 via USB-C mini for direct printing

Hello.

The USB port on the printer can only be used with compatible Windows or Mac OSX computers. It cannot be used with a digital camera. However, you be able to connect the camera to the printer via Wi-Fi for wireless Pictbridge printing. Visit the following link for details:
