Is it possible to save a scanned text as a text file and not image (ipeg)?

Only if your scanner software has "OCR", it does not appear that the scanner itself does.

I do find that I have ORC in Canon Utilities, however, I can't find the option to save as txt file. Maybe I am not checking the right options in the proper order?

In the IJScan Utility you counterintuitively select "Image Garden" to open the OCR document in Notepad
