Restricting User to Print in Colour, or allow only allow selective user for Colour Print

We are having Canon 3520 printers. When we are adding the printer in our Windows 2012 server R2, the user is able to install the printer through that. However, user is able to set colour through Printer preferences.

We want to restrict users, so that they cannot set colour option.We want to encourage users to print in Black and White

Can anyone help me to make sure that only selective user are able to set coolour requirements.
