Hello everyone.

I have EOS 90D camera and would like to get a firmware for only me.

The firmware should be removed GPS and a language options from basic settings menu.

Is it available?

The features you ask for exist already, but you need third-party service software. This is an official Canon forum. You should ask that question at Dpreview instead.

Why are people wanting to remove language choices from the menu via a firmware update? It doesn't make any sense to me.

Agree, why is this an issue that needs a resolution? The 90D doesn't even have an internal GPS chip, the menu option only allows you to pair it to an external device (cell phone, etc..) to utilize it's GPS signal.
