Hi. I want to purchase outright Adobe Lightroom or some software that is equivalent to the program. I don't want a subscription program. I would greatly appreciate any suggestions.

Unless you get the obsolete pre-subscription version, you can't.

The current version of Lightroom is available as subscription only. Depending on how you define “equivalent” there are a number of non-subscription photo editing software products available. Canon offers free DPP4.
