7Dii exp indicator stuck in viewfinder but works in live view. ??????

So with the exact same settings, when I look thru the viewfinder & move the main dial, the indicator bar doesn't move. But, when I change to live view and do the same thing, the indicators moves. Does anyone know what's going on? I'm hoping someh...
