iR-ADV C5235 on Remote Desktop

Having trouble getting this limiting color printing for Remtoe Desktop users.  The RDP server (Windows Server 2008 R2) is outside our local network.  The users have this printer configured on their local desktops, so it gets redirected.  But the "Use Department ID" is unchecked and grayed out when the users connect in.  This allows the users to print in color unfettered (not what we want...only want them printing b/w).

 

Any idea why those settings are grayed out and how to fix this?  I'm guessing this may be permissiosn related, since if I can login as administrator, the settings seem to work fine.
