Does Anybody Know If a ProMaster FTD 5200 Flash is compatible with a Canon EOS Rebel T3 ?

Maybe it is, maybe not but I wouldn't.

It just isn't worth it. Many of the older film falshes voltage is too high for DSLR's and will damage them instantly.

Not saying this is the case here, it might be fine, but I still would not trust one.
